To talk about the chemistry behind it, Instant Snow is a polymer called sodium polyacrylate. When a substance of this type is exposed to water, there is more water outside the polymer than inside, so the water wants to move inside through the process called osmosis. It will continue to absorb water until there is an equal concentration of water inside and outside the polymer.
